Earlier this summer, our colleagues at Jay and Campbell filed a rule challenging the findings of a DCF Adoption Applicant Review Committee (AARC) where biological siblings were favored over child-bonded psychological family relationships. This ruling did not incorporate the statute's holistic definition of "sibling" (which includes biological and psychological siblings equally).

In response, DCF has agreed that the rule needs to be rewritten. A rulemaking workshop open to the public on Zoom will be held on August 15, 2024, at 10 am.
